News in Detail General Rookmangud Katawal, the former Chief of Army Staff of the Nepali army attends a program arranged by the Youth Campaign in the Capital. He commented that the issues of proportional inclusion in state organs and making population the major basis for delineation of electoral constituencies have caused the problem in the present state. According to him, the proportional inclusion holds the chances for those who are nearer to the leaders. He asserted that the system has provided the chances of providing job facilities. Participation of defined underprivileged groups in state bodies as per the principle of proportional inclusion will be proposed to be incorporated in Right to Social Justice of Article 42 under the fundamental rights. He urged to the leaders to implement the democratic rules, negating the proportional inclusion. Youth President of the campaign, Sunil Khadka said that the youths are nearer to their motherland despite they are far from their mothers.
